Background to the piece of work

CARE International UK (CIUK) is one of 14 member organisations making up the CARE International confederation (CARE), which has its secretariat in Geneva. The UK government is one of CIUK’s biggest donors and a key strategic partner in the fight against poverty and social injustice. The Programme Partnership Arrangements (PPA) serves as a mechanism for the UK Department for International Development (DFID) to provide unrestricted/strategic funding to civil society organisations seen as lead actors contributing to UK government strategies and priorities. CARE International UK (CIUK) has consistently used PPA funding to invest in innovative programming, technical capacity, research, learning, and advocacy around four themes: Private Sector Engagement (PSE), Governance, Climate Change Adaptation, and Conflict/Peace-building. This investment has enabled CIUK to leverage resources for scale up and influence the policy and practice of CARE and other development actors. The PPA has in this way transformed the role, function and reach of CIUK, and informed the priorities of CARE’s first global programme strategy 2014-2020, CARE 2020.

The CARE 2020 programme strategy focus on humanitarian action, women’s economic empowerment, sexual and reproductive health and food, nutrition and security. CAREs work will be informed by the following approaches: promoting inclusive governance, strengthening gender equality and women’s voice and increasing resilience to climate change, disaster and conflict. Our three central roles as an organisation will be to respond to emergencies, to deliver innovative programming and to promote lasting change to multiply our impact through advocacy, learning and scale up.

This evaluation will be a timely opportunity for CIUK to review the impact of PPA investments and the gaps to inform the implementation of the CARE 2020 strategy.

Key deliverables

The review of PPA evidence is expected to provide a solid evidence-base for the added value of strategic funding and recommendations to inform CIUK positioning for future strategic funding decisions related to models’ successes and failures in delivery and impact. Expected deliverables will include:
• Draft report and presentation on initial findings and recommendations
• Final report, including a section on findings, value for money (4Es), and lessons learned along with conclusions and a set of recommendations for improvement in the management of unrestricted resources in the future.
• Annexes which contain details of the final agreed TORs, a list of people and organisations interviewed; a list of documentation reviewed; a timeline of the evaluation process; a list of quantitative and qualitative material used (documentary, audio, visual and web-based) demonstrating relevant evidence of CIUK’s performance, knowledge and learning relating to its PPA purpose and objectives.

Key requirements for the consultant

• A strong understanding and experience of quantitative and qualitative evaluation methodologies, Monitoring, Evaluation and Learning (MEL)
• Experience of different methods for measuring and reporting on value for money
• Good understanding of DFID policies, priorities and compliance requirements, including strategic funding mechanisms such as the PPA
• Understanding of cross-cutting issues such as gender, climate change and disability in the planning, monitoring and evaluation stages of the programme cycle
• Experience of working with international civil society organisations in the UK and internationally
• Experience of working with a culturally, geographically and linguistically diverse client group
• Excellent communication skills and strong writing skills in English
